Additional Management Authority

As provided by Royal Decree 1739/97, the additional MANAGEMENT Authority in Spain is the Department of Customs and Special Taxes at the Spanish Tax Agency (AEAT).

Its main functions include:

To require the necessary CITES import, export, or re-export documents prior to Customs clearance of the goods concerned.

To complete the relevant boxes on CITES documents, duly showing entry or export date and, where applicable, reference number and type of Customs document used for Customs clearance of the goods.

Besides requiring any necessary CITES documents, to require the Inspection of Protected Species Form that is issued by the SOIVRE Inspection Services reporting the outcome of any physical and/or documentary inspection of the shipment concerned.

To verify all accompanying documents, and where applicable, to perform physical inspections (including control of postal shipments, and travellers), based on any recommendations made following a risk analysis.

On detecting an infringement of the CITES Convention or EU regulations, to start administrative proceedings for alleged smuggling and, if applicable, to apply penalties and seize goods, or otherwise file a report to start court proceedings.
